Key Personnel
Patricia L. Silverstein, President
Patricia Silverstein is the president of Development Research Partners. Ms.
Silverstein's expertise is in economic research and economic development,
including industry cluster studies and strategic economic development
planning. She has extensive experience in preparing economic impact and
fiscal impact analysis for community development purposes. In addition, she
serves as the consulting chief economist for the Metro Denver Economic Development
Corp. and the Denver Metro Chamber of Commerce. In these roles, she compiles,
interprets and forecasts economic and demographic data for the Denver metropolitan
area and performs in-depth research on issues and proposed developments impacting the region. Ms. Silverstein received a
bachelor's degree in economics from Nebraska
Wesleyan University
in Lincoln, Nebraska
(1983) and a master's degree in economics from the University
of Colorado at Boulder (1986). Ms. Silverstein is active
in a number of business and professional organizations, including chair of
the manufacturing committee of the University
of Colorado Business Economic Outlook Forum
and member of the Economic Developers' Council of Colorado, the Denver
Regional Council of Governments Long Range Economic Forecast Task Force, and
the Denver Association of Business Economists.
Jesse D. Silverstein, Principal
Jesse Silverstein is an expert in preparing economic and real estate-related
analysis. He has extensive experience in developing economic development
strategies, real estate market analysis and feasibility studies. His
expertise includes redevelopment analysis for environmentally impaired
property. Mr. Silverstein's prior employment includes positions as Policy
Analyst with the Western Interstate Energy Board, Director at Equitable Real
Estate Investment Management, and Chief Appraiser for the Resolution Trust
Corporation (FDIC) in Washington,
D.C. He is actively involved in
organizations including the Denver Association of Business Economists and the
Colorado Sustainability Project. Mr. Silverstein holds a Bachelor's Degree in
Economics from the University of Delaware, a Master's Degree in Economics from the University of Colorado
at Boulder,
and is an MAI designated member of the Appraisal Institute.
Greg S. McBoat, Research Economist
Greg McBoat is a research economist with Development Research Partners. Mr. McBoat’s expertise is in economic research, including
industry cluster studies and employment and workforce analysis. Prior to
working at Development Research Partners, Mr. McBoat worked as a market
research consultant for a number of Denver
not-for-profits as well as spending over three years as a Statistician for
the Colorado Department of Labor and Employment. At the Department of Labor,
Mr. McBoat concentrated on such programs as Local Area Unemployment
Statistics and Mass Layoff Statistics. Mr. McBoat currently serves as the
vice-president of the Denver Association of Business Economists, West High School
and Denver Public School’s Career and Technology
Education program. Mr. McBoat received a bachelor's degree in Statistics and
Marketing from the University
of Denver.
Emily R. Stuart, Research Economist
Emily Stuart is an expert
in the compilation and interpretation of economic and demographic data. Prior
to joining Development Research Partners, Emily worked as an economist in Oregon’s Workforce and
Economic Research Department. In that capacity, she focused on retirement
impacts, labor force participation, unemployment, and other workforce issues.
She also produced employment estimates for the Bureau of Labor Statistics’
Current Employment Statistics. Ms. Stuart also has worked with highway cost
allocation and other transportation-related analyses. Ms. Stuart holds a
bachelor’s degree in economics from Willamette
University in Salem, Oregon.
Her concentrations at Willamette included labor economics and leading
indicators, and she held an internship position under Oregon’s State Economist.
David A. Hansen, Research Associate
David Hansen is a research
associate with Development Research Partners. His business experience has
been in economic development on the Western Slope of Colorado as well as
economic and demographic analysis. Mr. Hansen’s expertise extends into fiscal
and economic impact analyses. Mr. Hansen earned a bachelor’s degree in
economics from Colorado State University
in Fort Collins, Colorado.
